Shackles are the Effects that lower a leek's Characteristics. They can be applied either by chips:

Shackles are affected by the magic of the leek using the chip or weapon. They can only remove a whole number of characteristic points from a leek: the value is always rounded. So Slowdown, the Katana, Soporific and Ball and Chain need the leek using them to have some points in magic for their shackles to have any effect.
The formula for the value of a shackle (that is, the number of points removed from the target's characteristic) is:
final shackle = round(base * (1 + caster_magic / 100))
where base is a float drawn uniformly at random between the bounds given by the weapon or chip (for Slowdown, for example, base is a random value between 0.3 and 0.4).
Note the round: for other effects (heals, damage, armor...), being off by 1 rarely matters. Here, for MP and TP shackles, every point counts, and the fact that it is a round rather than a floor or a ceil really matters.
Any shackle can be either reduced with Liberation (like almost every other effect), or removed entirely with the Manumission chip .

When the table says "n or n+1", the chance of getting n+1 rather than n increases with caster_magic.
The calculations go up to 960, the theoretical maximum for a leek's characteristics (without components or buffs).
