Parameters

• chip: Chip to use.
• cell: Target cell.

Return

• result: The return values of useChipOnCell are:
• USE_CRITICAL, on critical hit
• USE_SUCCESS, if successful
• USE_FAILED, on failure
• USE_INVALID_TARGET, if the target does not exist
• USE_NOT_ENOUGH_TP, if your entity doesn't have enough TP
• USE_INVALID_COOLDOWN, if the chip is not usable yet
• USE_INVALID_POSITION, if range is bad or line of sight is not clear
