This weapon doesn't deal damage. However, it applies a stackable vulnerability, which makes damage more effective, and it deals nova damage, which reduces the target's maximum life. If you think that's useless, wait until you see the look on the face of that annoying opponent of yours, the one who heals all the time. They'll be a lot less cocky with their max life cut in half.
It also has a passive effect, triggered whenever its wielder takes direct damage, which grants absolute shield. This passive effect works as soon as the Mysterious Electrisor is in a leek's inventory: the leek doesn't need to be holding the weapon.
