This chip lets you effectively punish strength leeks that don't account for damage return in their code (it's more common than you'd think).
To get an idea of how strong this chip is, keep in mind that the target gains 25% damage return per 100 Agility points of the caster. Combined with a chip that boosts agility, such as Stretching, Warm-up or Reflexes, or with the passive effect of the Dark Katana, it quickly gets you high levels of protection for 1 turn.
