The number of TP gained by the caster of this chip equals the number of enemies inside the AoE, AREA_X_2, where you use the chip. There's no cap on the gain... but getting more than 9 TP is easier said than done.
Chips that depend on the number of targets are mostly useful at the start of the fight. Naturally, that's when you're most likely to score big. But don't be sad to see the number of possible targets for this chip go down: as a rule, it's a good sign.

A piece of advice, if you have 2 TP left and don't know what to do with them: rather than starting a little chit-chat, you can always throw this chip at your enemy. It will give you 1 TP to get what's in your heart off your chest, and it will still be useful next turn. (Yes, leeks have a heart! Did you take them for soulless machines that blindly follow everything you write for them? Not at all! They do what you tell them because they like you.)
